INCOG is seeking to amend the FFY 2009 Congestion Mitigation and Air Quality program (CMAQ) to include projects totaling $650,000 in federal funds and $141,250 in local matching funds.  The projects include the Alternative Fuels grant program, Community Cycling Project, Green Traveler program, Ozone Alert! program, Bike Rack Pilot Project for the City of Tulsa, and Tulsa Transit operations.  These projects are consistent with the Destination 2030 transportation plan and the Transportation Technical Committee recommends approval.

4.      American Recovery and Reinvestment Act Project Selection  pdf  Maps

The American Recovery and Reinvestment Act (ARRA) suballocated approximately $22.5 million to the Tulsa Urbanized Area for transportation projects that would create jobs and stimulate the economy.  A total of 56 projects were submitted from 12 separate applicants for a total of $52.1 million in requested funding.  Based on the provisions in the ARRA and the priorities identified by the applicants, staff is recommending funding or partially funding a total of 27 projects.  Project details and summaries are attached.

5.      ARRA TIP Amendment  Roadway pdf    Transit pdf

The American Recovery and Reinvestment Act (ARRA) suballocated approximately $22.5 million to the Tulsa Urbanized Area for roadway projects and approximately $8.8 million for transit projects.  Staff is recommending amending the FFY 2009 Transportation Improvement Program to include 27 ARRA roadway projects and 13 transit projects.  Project summaries are attached.

6.      Urbanized Area Surface Transportation Program Ad Hoc Committee

The Chairman will appoint members to serve on an Ad Hoc Committee to review the selection process and criteria for the Urbanized Area Surface Transportation Program and make recommendations to the Transportation Technical Committee and Transportation Policy Committee.  At a minimum there will be representation from the City of Tulsa, a suburban city or town, a County, a tribal entity, and a modal entity.  The Ad Hoc Committee will present its recommendations at the April committee meeting.
