3.      Transit FFY 2009 TIP Amendment  pdf

INCOG is seeking to amend the FFY 2009 Transit program to include projects selected for funding by the Oklahoma Department of Human Services totaling $234,000 in federal funds and $39,840 in local matching funds.  The projects include purchasing ADA accessible passenger vehicles for The Bridges Foundation, City of Sand Springs, Morton Health Services, Inc., and the Seniors Citizens Club of Collinsville, Inc.  These projects are consistent with the Destination 2030 transportation plan. Projects details are attached and the Transportation Technical Committee recommends approval.

4.      Congestion Management Process  pdf  Recommendations

The Congestion Management Process document includes provisions for on-going monitoring and periodic review and modification of the process as necessary.  A sub-committee of the Transportation Technical Committee has reviewed the document and developed revisions to the Congestion Management Process.  This document was reviewed at the March 18, 2009 meeting and tabled for further review.  A copy of the draft is attached.  The Transportation Technical Committee recommends approval.

5.      Urbanized Area Surface Transportation Program Selection Process Revisions  pdf

The Chairman of the Transportation Policy Committee appointed an Ad Hoc Committee to review the selection process and criteria for the Urbanized Area Surface Transportation Program and recommend any potential revisions.  The recommendations of the Ad Hoc Committee are attached.  The Transportation Technical Committee has reviewed the revisions and recommends approval.

6.       Urbanized Area Surface Transportation Program Modification

The City of Broken Arrow has three projects funded under the Urbanized Area Surface Transportation Program: Construction on Tucson from Elm to Olive for $1,283,726 in FFY 2005, and 193rd East Avenue from 71st to 81st Street South for engineering, right-of-way, and utility relocation for $993,562 in FFY 2008 and for construction for $1,377,931 in FFY 2012.  The federal funding awarded for the 193rd projects in FFY 2008 and 2012 was substantially less than the 80% allowed.  Broken Arrow is requesting the Tucson project funding be rescinded and transfer the $1,283,726 to the 193rd East Avenue project.  Staff has reviewed these projects with ODOT and finds this request in compliance with the Urbanized Area Surface Transportation Program policy and federal regulations and therefore recommends approval by the Transportation Policy Committee.
