3. Jobs for Main Street Applications pdf

The Transportation Policy Committee voted to extend the application deadline to March 8 for potential Jobs for Main Street projects, due to the lack of action by congress.  In response to this call for projects 12 entities have submitted 34 applications requesting nearly $36 million in federal funding.  The Transportation Technical Committee (TTC) chose to schedule a special meeting in anticipation of action by the Senate. At this time, legislation has been enacted that addresses the regular federal transportation funding but no additional stimulus funding has been included in that act or in any other bill currently in Congress. Staff will present the applications and eligibility to the committee.

4. Transportation Improvement Program Amendments  pdf

a)  Last Summer INCOG adopted a resolution to process a TIP amendment for TIGER applications should they be selected for funding.  The US DOT selected the I-244 bridge application for funding at approximately $50,000,000.  This project is consistent with the Destination 2030 Plan and the TTC recommends approval.

b)  Further, ODOT is requesting an amendment to the FFY2010 TIP to include a project to reconstruct SH-51 east of the Creek County line for $6,000,000. This project is consistent with the Destination 2030 Plan and the TTC recommends approval.

c)   Finally, INCOG is seeking an amendment to include a line item for locally selected projects in anticipation of funding in the Jobs for Main Street bill.  These projects are consistent with the Destination 2030 Plan and the TTC recommends approval.

5. Limited English Proficiency Analysis pdf

At the quadrennial certification review, the FHWA and FTA recommended INCOG conduct an analysis of individuals with Limited English Proficiency to determine if the transportation planning process and products should address particular language groups. Based on an analysis of US Census data, staff has determined that the transportation planning process should specifically accommodate Spanish speaking individuals in the Tulsa metropolitan area.  The Transportation Technical Committee has reviewed the analysis and recommends approval of the determination to accommodate Spanish speaking individuals.
