The Oklahoma Department of Transportation (ODOT) has
recently made In-Kind Matching Contributions available for transportation
planning in the Tulsa Transportation Management Area. ODOT has indicated a total of $142,000 is
available for FY2010. INCOG is
therefore seeking to amend the FY2010 Unified Planning Work Program (UPWP) to
include the matching contributions in the Data Collection, Simulation and
Forecasting and Alternative Transportation work elements of the UPWP. Details of the proposed amendment are
included in the attachment. Staff
recommends approval by the Transportation Technical Committee. |

The applications for the Safe Routes to Schools program
and the Transportation Investment Generating Economic Recovery (TIGER) grants
require inclusion of the selected projects in the Transportation Improvement
Program (TIP). Therefore, staff has
reviewed the proposed projects and prepared resolutions for consideration by
the INCOG Board of Directors committing to including the projects in the TIP
should they be selected for funding.
The proposed projects are consistent with the Regional Transportation
Plan, Destination 2030 and staff recommends approval by the Transportation Technical
Committee. Project details are
included in the attachment. |

6. FFY 2010 Transportation
Improvement Program Amendment pdf |

INCOG is seeking to amend the
FFY 2009 and 2010 Transportation Improvement Program to add projects to the
Urbanized Area Surface Transportation Program and Transit Program. The amendment includes the reconstruction
of Wekiwa Road in Sand Springs for nearly $2.7 million in federal funds,
right-of-way and utility relocation for Mission and Line intersection in
Sapulpa for $120,000 in federal funds, right-of-way and utility relocation
for reconstruction of 49th West Avenue in Sapulpa for $165,600 in
federal funds, and construction of the Gilcrease Expressway in Tulsa for
nearly $24.3 million in federal funds.
The amendment further includes the addition of the incremental cost of
modifying new transit vehicles for CNG fuel and other capital improvements for
nearly $12.2 million in federal funds.
Project details are included in the attachment. These projects are consistent with the
Regional Transportation Plan, Destination 2030 and staff recommends approval. |

7. Surface Transportation Program

INCOG solicited applications for Urbanized Area Surface
Transportation Program (STP) projects in May 2009. Ten eligible sponsors submitted 17 applications
totaling $43.5 million in federal funds with $14.4 million in local matching
funds. Total federal funds available
are anticipated to be approximately $12.78 million. The applications were screened for
eligibility, rated based on the selection criteria adopted in April 2009, and
ranked according to a composite score.
Project descriptions, ratings, rankings, and recommended funding are
included in the attached information packet.
Based on the rankings and the selection process policy, staff recommends
