The Fiscal Year (FY) 2011 Unified Planning Work Program (UPWP) documents the urban transportation planning activities and projects anticipated to be accomplished in the Tulsa TMA beginning July 1, 2010.  The UPWP includes a description of proposed work activities and serves as a management tool for the participating entities.  In addition, the UPWP defines the functional and financial responsibilities of the participating agencies.  Federal transportation funding assistance to state, regional, and local governments and agencies is contingent on an annually approved UPWP.  Staff recommends approval.

4. Transportation Improvement Program Amendments  pdf

INCOG is seeking to amend the FFY 2010 Congestion Mitigation and Air Quality program (CMAQ) to include projects totaling $650,000 in federal funds and $141,250 in local matching funds.  The projects include the Alternative Fuels grant program, Community Cycling Project, Green Traveler program, Ozone Alert! program, Bicycle Parking Program, and Tulsa Transit outreach and operations.

Further, in January the Transportation Policy Committee selected projects for funding in the Job Access and Reverse Commute (JARC) program and the New Freedom (NF) program.   INCOG is seeking an amendment to include $339,769 in New Freedom funds with $306,499 in local matching funds to Morton Comprehensive Health Services, Kibois Community Action Foundation, and INCOG for administration.  Further the amendment includes $699,740 in JARC funds with $647,769 in matching funds to Dayspring Villa, Morton Comprehensive Health Services, Oklahoma Partnership for School Readiness Foundation, Tulsa Transit and INCOG for administration.  These projects are consistent with the Destination 2030 transportation plan and staff recommends approval.
