INCOG
is seeking to amend the FFY2010 TIP to include two projects in the Transit
Program. The first project is the
construction of a CNG fueling station for approximately $2.7 million using
ARRA funds and the second is a project to modify a parking garage as part of
the fueling station construction using approximately $75,000 in ARRA funds. These projects are consistent with the
Destination 2030 transportation plan and staff recommends approval. |

The land use forecasts and the travel demand model used
in the development of the Regional Transportation Plan require reasonable
population and employment data. Staff
has developed 2035 employment projections for the region and made revisions
based on the input from the previous committee meeting which will be
presented for the committees review.
Staff is recommending approval. |

5. FFY 2011-2014 Transportation

INCOG
develops the Transportation Improvement Program (TIP) in cooperation with
ODOT, the Metropolitan Tulsa Transit Authority (MTTA), and local governments
within the Tulsa Transportation Management Area (TMA). The TIP presents a program of improvements
to the surface transportation system within the Tulsa TMA to be implemented
during Federal Fiscal Year 2011-2014 with federal matching funds. Additionally, Tulsa Transit relies on the
MPO (INCOG) public involvement process for the TIP to satisfy FTA program of
projects (POP) public involvement requirements. Staff will review the TIP with the
Committee. Staff recommends approval. |

6. Urbanized Area

INCOG
solicited applications for FFY 2014 Urbanized Area Surface Transportation
Program (STP) projects in May 2010. Eight
eligible sponsors submitted 10 applications totaling $30 million in federal
funds with $9.1 million in local matching funds. Total federal funds available are
anticipated to be approximately $14.2 million. The applications were screened for
eligibility, rated based on the selection criteria adopted in December 2009,
and ranked according to a composite score.
Project descriptions, ratings, rankings, and recommended funding are
included in the attached information packet.
Based on the rankings and the selection process policy, staff
recommends funding projects for the City of Bixby, City of Broken Arrow, City
of Jenks, City of Owasso and the City of Tulsa. |
