OVERVIEW
INCOG provides management assistance to local governments related to the development of financial strategies for public infrastructure improvements. These strategies include the development and submittal of applications for loans and grants to a wide variety of governmental agencies and other funding sources.
INCOG staff administers Community Development Block Grant (CDBG) programs on behalf of the Tulsa County Urban County Program and member counties and municipalities.
Focusing on elderly and affordable housing, INCOG directs the Tulsa County HOME Consortium on behalf of the 24 participating local governments.
INCOG works with local governments and chambers of commerce to enhance economic development. INCOG is designated by the federal Economic Development Administration as an Economic Development District comprised of Creek, Osage, and Tulsa counties. INCOG also administers the Rural Economic Action Program (REAP) and other economic programs targeting small communities.

ANNUAL ACTION PLAN - DRAFT
Period July 1, 2025- June 30, 2026
This Annual Action Plan 2025 outlines the activities which will be undertaken during the 2025 program year, beginning July 1, 2025 and ending June 30, 2026 using federal funds allocated to the Tulsa County HOME Consortium and the Tulsa County CDBG Urban County Entitlement program. Programs and activities described in this Annual Action Plan will principally benefit low- and moderate-income populations of the service areas of the HOME Consortium and the Urban County.
